After researching on the web I mentioned a few methods that help you to open PST files in a Hotmail Account.
Step 1: Configure Your Hotmail Account within Outlook
Please open Microsoft Outlook on your PC.

Drag and Drop: Drag and Drop emails/folders from the PST file to your Hotmail folders.
Step 4: Synchronize Data with Hotmail.
Sync Wait: Outlook will now sync the transferred data with your Hotmail account, which can also be time-consuming based on the size of the data.
Step 5: Open the Synced Emails from Hotmail Log into Hotmail:
Simply open your Hotmail account with an internet browser or internet email program. The transferred emails and folders will appear in your Hotmail account.
