How to put a sticky post on Category Menu

How do I put a sticky post on every category menu? For example my menus are

Home asia europe america australia call us

asia, europe, america and australia are all categories.
If i want to put a description post in every category and I want it showing as the first post, how to do it?

I want it to look this way:

currently browsing ASIA:
sticky blog (showing full text): ABOUT ASIA
normal blogs (portfolio look): china,japan,korea,etc

and can portfolio be used more than once in a website?
