Those design elements were an experimental feature planned to be integrated with the theme at some point but the plan was dropped as the theme’s development shifted towards integration with Enlightenment Framework.
The classes required to create those elements still exist in the CSS so you can add them via the HTML editor if you want to. If you prefer shortcodes, you can try Enlightenment Theme. It integrates with Bootstrap Shortcodes plugin and you can create even more elements than what was planned in Pinboard. You can see here an example of what kind of elements the plugin supports.
