There doesn’t seem to be anything abnormal with the theme options database value. Can you please try to do a full reinstall of the theme (preferably via ftp) and disable all your plugins to see if the issue persists? If it does check to see if you can see the Appearance → Widgets link on both Enlightenment and Twenty Fifteen.
