Well, the default behavior is not like that so my best guess is you have a misconfigured plugin.
What happens if yo use a plugin like WordPress SEO by Yoast?
I have it turned on. There is nothing in the settings, I have it blank, If I set it up it doesn’t help.

I have tweaked the yoast plugin and it helped. I have checked the title options in Yoast WordPress SEO: Titles & Metas:
WordPress SEO has auto-detected whether it needs to force rewrite the titles for your pages, if you think it’s wrong and you know what you’re doing, you can change the setting here.It helped.
