Well, the default behavior is not like that so my best guess is you have a misconfigured plugin.
What happens if yo use a plugin like WordPress SEO by Yoast?
I have it turned on. There is nothing in the settings, I have it blank, If I set it up it doesn’t help.

I have tweaked the yoast plugin and it helped. I have checked the title options in Yoast WordPress SEO: Titles & Metas:
WordPress SEO has auto-detected whether it needs to force rewrite the titles for your pages, if you think it’s wrong and you know what you’re doing, you can change the setting here.
It helped.
