Page Template issue

Please, the page templates is not showing under page attributes when creating or editing new pages. I can not create landing page, portfolio, single side bar etc. What do i need to do for this module to appear? Also, there is no way to edit any page template under the theme option-> templates as it automatically switch back to 400 page.

Any help will be highly appreciated.
