Tag Pages

Hi,
I was wondering if anyone knew what would be the simplest way to create a page that would show all of the most popular tags for my blog using the Pinboard theme? Basically it would just be a huge tag cloud on a specific page called “tags.” i.e., http://www.mysite.com/tags

I’ve seen some possible solutions in random places on the web, but they seem a lot more complicated (and and over the top) than necessary.
