I take that back.. this does seem Enlightenment related because all of the Widgets that are nonfunctional and stopped showing up in Customizer are Enlightenment widgets… I confirmed this when I deactivated all plugins and changed themes and saw that the bulk of the Widgets I usually see are missing from Appearance -> Widgets.
